JOB OPPORTUNITY: GENERAL MANAGER OPERATIONS – ENPC

ENPC invites applications from suitably qualified and experienced professionals for the position of General Manager Operations (GMO). This executive role is responsible for developing and implementing the organisation’s engineering and technical operations strategy, with a strong focus on terminal construction, commissioning, and operations. The GMO will drive operational excellence, safety, regulatory compliance, and cost-effective fuel storage and blending to support ENPC’s long-term growth. The position provides strategic leadership across Operations, Engineering, Projects, SHERQ, and Terminal Management, and serves as a key member of the Executive Management Team.
KEY DELIVERABLES
- Develop and execute ENPC’s operational, engineering, and technical strategy in alignment with the organisation’s long-term business objectives, national energy security priorities, and Board-approved direction.
- Lead the construction, commissioning, and end-to-end operation of the terminal storage facility, ensuring safe, efficient, and cost-effective storage, blending, and distribution of petroleum products while maintaining terminal availability.
- Provide executive oversight of engineering, maintenance, and capital projects, ensuring assets are developed, operated, and maintained in line with approved business plans, budgets, timelines, and international best practices.
- Identify, evaluate, and mitigate operational, technical, and strategic risks, ensuring effective emergency preparedness, business continuity, asset integrity, and long-term operational resilience.
- Establish and enforce robust Health, Security, Safety, Environmental, and Quality (HSSEQ) frameworks, ensuring full regulatory compliance, ISO certification maintenance, and first-rate safety and environmental performance.
- Direct operational budgeting, cost control, and performance reporting, while managing key stakeholder relationships with regulators, customers, contractors, and partners to ensure transparency, compliance, and value delivery.
- Lead, develop, and retain high-performing multidisciplinary teams, fostering a culture of accountability, performance excellence, engagement, and continuous skills development.
- Drive continuous improvement across operations by embedding performance management, process optimisation, innovation, and international best practices to enhance efficiency, reliability, and service delivery.
TECHNICAL COMPETENCIES AND PERSONAL ATTRIBUTES
- Strong knowledge of petroleum operations, engineering principles, and applicable regulatory/compliance frameworks.
- Understanding of national government policies, procedures, and sector regulations.
- Proficiency in terminal operations, SHERQ systems, maintenance philosophies, and ISO standards (9001/14001/45001).
- Excellent project management, analytical, and reporting skills.
- Strong communication, negotiation, and influencing abilities.
- Proven leadership and people management skills, with the ability to build high-performing teams.
- Strategic thinker with sound judgment and a commitment to operational excellence.
- High integrity, resilience, and a results-driven mindset.
QUALIFICATIONS AND EXPERIENCE
- Bachelor’s degree (BEng/BSc) with specialisation in Petroleum Engineering or a related discipline.
- Master’s degree (MBA or M.Sc. in oil and gas).
- Professional registration as a Qualified Engineer will be an added advantage.
- Minimum of 7 years’ relevant experience in a management role.
- At least 8 years’ experience in petroleum or an aligned industry.
