CHIEF ECONOMIST

JOB PURPOSE

This position is responsible for leading and driving the Commission’s economic research, policy analysis and market studies to advance its mandate of promoting fair and competitive markets in support of national development goals. The Chief Economist provides strategic and technical leadership in applied economic analysis to strengthen enforcement, inform policy, conduct sector studies and build the Commission’s research capacity. The role reports directly to the Chief Executive Officer and serves as a member of the Executive Committee (EXCO).

KEY RESPONSIBILITIES

  • Provide strategic direction and developing advanced economic and econometric methodologies for investigations, merger assessments and enforcement cases, and supporting policy development aligned with national economic objectives.
  • Provide oversight and final quality assurance of economic analysis ensuring analytical rigour, consistency and alignment with international best practice.
  • Identify, prioritise and design strategic market and sector studies that generate insights to inform enforcement actions, advocacy and policy interventions.
  • Overseeing comprehensive sector research including data collection, market structure analysis, examining market structures and competitive dynamics assessment.
  • Produce high-quality, evidence-based reports with clear enforcement, advocacy and policy recommendations for considerations by the CEO and Board.
  • Provide policy advice to Government and the Minister on competition policy, legislatives review and review and reform in line with the Competition Act.
  • Prepare high-level policy briefs, submissions and impact assessments on proposed laws, regulations and government interventions.
  • Shaping the Commission’s policy direction and advising Government and the Minister on competition matters, legislative reform and regulatory proposals.
  • Representing the Commission in policy dialogues and technical committees and stakeholder engagements at national, regional and international levels.
  • Develop methodologies and comprehensive data systems that monitor concentration levels, pricing trends across key sectors of the economy.
  • Overseeing the assessment of market outcomes through the development of impact-measurement frameworks that evaluate the effects of enforcement and policy interventions on competition and the wider economy.
  • Drive the development of frameworks, standards and tools that strengthen the quality, consistency and governance of economic analysis across the Commission.
  • Providing strategic leadership to the Policy and Research Department by developing capability, guiding performance and fostering a high-performing, professional team culture.
  • Overseeing departmental planning and resource mobilisation, including budget stewardship and the cultivation of partnerships and funding opportunities that strengthen the Commission’s research capacity and analytical infrastructure.

KNOWLEDGE, SKILLS AND ABILITIES

QUALIFICATIONS AND EXPERIENCE

  • Minimum Master’s degree in Economics or related field.
  • PhD is an added advantage.
  • A minimum ten (10) years’ experience in relevant work and at least five (5) years’ senior-level experience in economic research, regulation, policy or academia.
  • Proven experience in applied economic analysis, market studies and policy advisory work.

DIRECTOR COMPETITION AND CONSUMER PROTECTION

JOB PURPOSE

This position will be responsible for managing a multi-disciplinary team who work across all sectors of the economy in relation to competition and consumer protection matters. The Director Consumer and Consumer DCCP will be required to lead the development of appropriate strategies to address anti-competitive business practices that hamper economic growth, oversee merger control procedures, and ensure that consumer protection issues are given due consideration. The role reports directly to the Chief Executive Officer and serves as a member of the Executive Committee (EXCO).

KEY RESPONSIBILITIES

  • Provide leadership on investigating anti-competitive trade practices, mergers and acquisitions, and impediments to competition including entry into and exit from markets in the economy as a whole or in particular key strategic sectors.
  • Provide leadership on merger control with regard to analysis of merger applications and unwarranted concentration of economic power and reviewing reports.
  • Provide leadership on consumer protection activities, which include supervision of inspections and managing the enforcement actions taken in relation to breaches of consumer protection legislation identified during inspections as well as dealing with consumer complaints and publicize the results.
  • Provide technical advice to the Executive Director to facilitate realization of strategic objectives and ensure timely execution of Board resolutions and recommendations.
  • Oversee the development and implementation of relevant laws, guidelines, policies and procedures on mergers and acquisitions, restrictive trade practices, consumer protection, in liaison with the Legal Office.
  • Oversee the ESCC’s collaboration with local, regional and international competition agencies and partners.
  • Oversee the implementation of deliverables in the Strategic Plan as well as oversee performance management in the Division.
  • Review reports on the analysis of competition and consumer protection issues and making appropriate recommendations.
  • Oversee the implementation of cooperation frameworks in collaboration with the Legal and Advocacy & Communication offices.
  • Oversee risk assessment for the Division; and mentoring and coaching Division’s staff.
  • Identify and implement strategies to increase efficiency of the service delivery in the Division.
  • Overseeing the Commission’s resource mobilization initiatives within the Division.
  • Any other duties which are related or incidental to their responsibilities as delegated by the Executive Director.

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of consumer and/or competition related legislative environment, issues and challenges.
  • Sound knowledge of digital markets and their impact on consumer protection and competition regulation.
  • Proven ability to plan, coordinate, and oversee projects within defined timelines, including managing collaborative initiatives involving multiple stakeholders, with strong documentation and tracking capabilities.
  • Demonstrated merit, professionalism, and ability as evidenced by strong work performance and achievement of results.
  • Proficiency in computer applications, including practical working knowledge of document management systems.
  • Strong communication, interpersonal, analytical, and problem-solving skills.
  • Ability to lead, supervise, and work effectively with multidisciplinary teams.

QUALIFICATIONS AND EXPERIENCE

  • LLB Degree (an admitted Attorney); a master’s degree in law is an added advantage.
  • Master’s degree in International Trade / Business Economics or related post-graduate commercial or professional qualifications.
  • A qualification in competition law, competition economics or consumer protection law will be an added advantage.
  • A minimum of ten (10) years’ experience in relevant work and at least five (5) years in a senior management role within a competition authority would be preferable.
  • Membership in a relevant, recognized professional body.
