ACCOUNTANT
The Eswatini Higher Education Council (ESHEC) is the national authority mandated to regulate, oversee, and advance higher education in Eswatini. On behalf of our client, the Eswatini Higher Education Council (ESHEC), we invite applications from suitably qualified and experienced candidates for the position of Accountant.
JOB PURPOSE
This role is responsible for providing efficient accounting, revenue assurance, and financial control services to ESHEC. The accountant will ensure accurate and timely processing of financial transactions, maintain reconciled ledgers, support budgeting and reporting, enforce compliance with financial, procurement, and statutory obligations, and strengthen internal controls in line with ESHEC policies and the ESPPRA framework.
KEY RESPONSIBILITIES
• Maintain accurate and up-to-date accounting records, including journals, ledgers, reconciliations, and supporting documentation.
• Manage accounts payable, accounts receivable, payroll reconciliations, and monthly bank and general ledger reconciliations.
• Monitor and verify the completeness and accuracy of all ESHEC revenue streams and follow up on outstanding receivables.
• Assist in the preparation of annual and quarterly budgets, monthly management accounts, variance analyses, and financial reports for management, Council, and relevant Ministries.
• Ensure compliance with ESHEC financial regulations, statutory requirements, and ESPPRA procurement guidelines in all transactions and payment processes.
• Prepare audit schedules, respond to audit queries, and support the implementation of corrective actions arising from internal and external audits.
• Maintain the fixed asset register, support inventory verification, and ensure proper accounting treatment of acquisitions, depreciation, and disposals.
• Support payroll processing, statutory deductions, procurement documentation, and procurement reporting in line with internal controls and audit requirements.
• Liaise with suppliers, banks, auditors, government ministries, and other stakeholders to ensure transparent financial communication and effective service delivery.
KNOWLEDGE, SKILLS AND ABILITIES
• Proficiency in accounting software such as Pastel, Accpac, or SAP.
• Sound understanding of ESPPRA regulations, public procurement processes, and applicable financial legislation.
• Strong knowledge of IPSAS/IFRS, revenue assurance, reconciliations, financial analysis, and audit processes.
• High level of integrity, confidentiality, accountability, and attention to detail.
• Strong communication and teamwork skills, with the ability to work effectively with internal and external stakeholders.
• Results-oriented, analytical, and able to meet deadlines while demonstrating critical thinking and continuous learning.
QUALIFICATIONS AND EXPERIENCE
• Bachelor’s degree in Accounting, Finance, or an equivalent related field.
• A postgraduate qualification in Finance, Accounting, or a related field will be an added advantage.
• A demonstrated commitment to continuous professional development.
• A minimum of 3 years’ experience in accounting or auditing, preferably in a public sector, regulatory, or similar institution.
• Practical experience in general ledger reconciliations, revenue assurance, statutory compliance, and financial reporting.
• Experience with ESPPRA compliance and public enterprise sector exposure will be an added advantage.
