Background
Population Services International (PSI) is supporting the introduction of Lenacapavir in Eswatini in close coordination with the Ministry of Health and national and international partners. PSI’s role centers on ensuring that the clinical availability of Len translates into meaningful demand and uptake, through evidence-informed demand generation, coordinated stakeholder engagement, and the deployment of digital tools that strengthen service delivery and health system capacity.
To advance this work and build a broader program foundation that can support PSI’s long-term presence in Eswatini, PSI seeks to engage a Senior SBC Technical Consultant to lead demand generation design and implementation, facilitate coordination across actors, support digital tool deployment, and develop concept notes that position PSI for growth in the country.
Scope of Work
The Senior Consultant will be responsible for:
1. Lenacapavir Demand Generation and SBC
Lead the design and implementation of a demand generation strategy for the Len introduction in Eswatini, grounded in social and behavior change principles and tailored to priority populations. Develop or adapt SBC materials, approaches, and communication channels appropriate to the Eswatini context, in close coordination and alignment with Government stakeholders and other relevant partners. Convene and facilitate workshops, coordination meetings, and planning sessions with MOH, implementing partners, and community actors. Represent PSI in relevant national technical working groups (TWGs), including those focused on HIV prevention, PrEP, and SBC. Contribute technical inputs, ensure alignment between PSI activities and national priorities, and help shape the broader introduction strategy.
2. Digital Tools and Health System Strengthening
Identify, adapt, or support the development of digital tools that enable and reinforce the Len introduction, including: Client tracking, Provider support, Demand monitoring, Data use. Facilitate the deployment and adoption of these tools with relevant health system stakeholders. Engage in TWGs and MOH-led coordination platforms to ensure tools are aligned with national digital health architecture and contribute to health system strengthening rather than creating parallel structures. Document lessons learned and support sustainability planning. Manage and strategically utilize existing social media channels (e.g., Facebook and related tools) to strengthen: Demand generation, SBC interventions, Stakeholder engagement, Dissemination of PSI-supported activities and achievements
3. Program Design and Business Development
Working closely with the Country Representative, the consultant will: Review PSI’s current portfolio in Eswatini and map opportunities for programmatic growth across HIV, SRHR, and adjacent areas. Develop concept notes and contribute to proposals that build on existing partnerships and position PSI for new funding opportunities. Engage proactively with donors, partners, and government counterparts to surface emerging priorities and ensure PSI is well-placed to respond.
Deliverables
The Senior Consultant will deliver:
- Len demand generation strategy document and accompanying SBC package
- Workshop and coordination meeting reports
- Digital tool deployment plan and evidence of operationalization, with brief health system integration note
- Minimum three (3) concept notes or proposal drafts submitted or ready for submission
- Concise weekly updates to the Country Representative (progress, risks, decisions required)
- End-of-assignment handover note documenting outputs, pending actions, and recommendations
Requirements
Applicants must possess:
- Degree in Public Health, Social Sciences, Communications, or related field (advanced degree preferred)
- Minimum 7 years of experience in HIV program design and SBC, including demand generation for health products or services
- Experience with digital health tools in low- or middle-income country settings
- Strong facilitation and stakeholder convening skills
- Business development experience, including concept note and proposal writing
- Familiarity with the Eswatini health system and HIV landscape (preferred)
- Fluency in siSwati and English, both written and spoken
- Legal right to work in Eswatini
