VACANCY ANNOUNCEMENT

TECHNICAL PERFORMANCE ENGINEER

The Eswatini Energy Regulatory Authority (ESERA) seeks to recruit a suitably qualified and results-oriented individual for the position of Technical Performance Engineer. The position reports to the Engineering Manager – Electricity Regulation.

KEY RESPONSIBILITIES

  • To conduct compliance inspections, support inspections and audits of licensees’ equipment, services, and documentation to ensure adherence to regulatory standards, safety, and reliability of electricity supply.
  • To conduct technical assessments, monitor licensee performance, analyse technical reports, and prepare compliance and performance improvement recommendations.
  • To contribute to the development, review, and enforcement of technical standards, codes, and procedures within the electricity supply industry.
  • To provide technical input in tariff setting, cost-reflective pricing reviews, and provide technical input into industry-related economic and financial policies.
  • To provide technical expertise for capital expenditure reviews, consultancy projects, and regulatory policy development.
  • To provide professional support in the resolution of technical disputes between licensees and customers through assessments and reporting.
  • To assist in departmental budgeting, cash flow forecasting, and preparation of periodic reports.

QUALIFICATIONS AND COMPETENCIES

  • BSc/B.Eng. in Electrical Engineering
  • A post-graduate qualification in a relevant field
  • Minimum of 5 years’ working experience of which 3 are in utility regulation or with demonstrable regulatory-facing responsibilities
  • Valid driver’s license
  • Values excellence, collaboration, teamwork, integrity and honesty
  • Good interpersonal and negotiation skills
  • Ability to effectively communicate at all levels, both orally and in writing
  • Excellent analytical, research and problem-solving skills
  • Efficient use of Microsoft Office Suite such as Microsoft Excel, PowerPoint
