CIVIL SERVICE COMMISSION CIRCULAR NUMBER 4 OF 2026

VACANCY: DEPUTY COMMISSIONER OF LABOUR

Applications are invited from qualified permanently appointed employees to fill the above vacant position in the Ministry of Labour and Social Security.


QUALIFICATIONS, SKILL AND EXPERIENCE

  • Must have obtained O’ Level/IGCSE/SGCSE/EGCSE or equivalent certificate
  • Bachelor’s Degree in Social Sciences (Public Administration, Sociology, Political Science, Industrial Psychology) or Law from a recognized institution
  • LLB qualification is an added advantage
  • Master’s Degree in any of the above fields is an added advantage
  • Relevant experience is an added advantage
  • Computer literacy
  • Upright character and high level of integrity

DUTIES / RESPONSIBILITIES

  • Promote and maintain a conducive environment for labour protection, employment, social protection, and social dialogue
  • Promote harmonious industrial relations in the workplace
  • Facilitate social dialogue between employers and workers
  • Recommend Labour Policy for sound industrial relations
  • Implement government-approved policies
  • Attend and participate in local and international labour-related meetings and conferences
  • Plan, direct, and organize departmental activities
  • Deputize as Chairperson of the Labour Advisory Board
  • Deputize as Chairperson of the Wages Advisory Board
  • Secure professional contracts for the department
  • Draft Cabinet Papers
  • Advise the Head of Department on Labour Legislation
  • Serve as spokesperson for the department
  • Perform additional duties assigned by the Commissioner of Labour
  • Process claim vouchers and liaise with Accounts
  • Manage incoming correspondence and publications
  • Act as Chief Conciliator/Facilitator in industrial disputes
  • Prepare employment reports and statistics
  • Advise the public on employment matters
  • Monitor long- and short-term plans
  • Provide guidance to Social Partners on employment laws
  • Coordinate with government ministries and NGOs on employment matters
  • Liaise with international agencies for technical assistance

SALARY

  • Grade F1: E752,102.00 – E814,100.00 per annum
