VACANCY – PROCUREMENT OFFICER
The Institute of Development Management (IDM) invites applications from suitably qualified and experienced Procurement Officer. The successful candidate will support the Institution in strategic procurement and be responsible for the overall Procurement function in compliance with the Institute’s policies and procedures and applicable public procurement legislation.
RESPONSIBILITIES AND KEY PERFORMANCE AREAS
- Procurement planning and execution
- Contract management and performance monitoring
- Lead the development and review of procurement policies and SOPs
- Develop and implement procurement plans aligned with project and organizational goals.
- Prepare tender documents and manage bidding processes.
- Source and evaluate suppliers to ensure quality, cost-effectiveness, and reliability.
- Monitor procurement related risks and implement mitigation measures.
- Ensure compliance with public procurement policies, procedures, and relevant regulations.
- Maintain accurate records of purchases, pricing, and other important procurement data.
- Handle import/export documentation and ensure compliance with customs regulations.
- Ensure procurement activities comply with internal policies and procedures, public procurement laws and regulations.
- Vendor and stakeholder management
- Liaise with internal departments to forecast needs, develop specifications and align procurement strategies
- Participate in procurement committees and provide procurement reports to Management.
MINIMUM QUALIFICATIONS AND EXPERIENCE
- Bachelor’s degree in Supply Chain Management, Logistics, Business Administration or any related field.
- Chartered Institute of Procurement & Supply accreditation (CIPS) is a mandatory.
- At least 5 years’ experience in procurement and supply chain management field, including experience in public procurement or in a regulated environment.
- Demonstrated experience in tender management, contract administration, and supplier performance management.
- Experience using ERP or e-procurement systems will be an added advantage.

- Knowledge of Public Procurement Regulations: Familiarity with public procurement regulations and institutional procurement policies
- Planning Skills: Strategic planning for the Procurement unit
- Integrity and Ethical Conduct: Ensures transparency and honesty in procurement processes.
- Attention to Detail: Accurate handling of procurement documents and logistics planning.
- Negotiation Skills: Ability to negotiate favorable terms with vendors and suppliers.
- Project Management: Managing procurement projects from initiation to completion.
