Qualification and Experience:
- A recognised Bachelor’s degree in Procurement, Supply Chain Management, Logistics, Business Administration or a related field.
- A relevant postgraduate qualification will be an added advantage.
- At least five (5) years’ relevant experience in a procurement and supply chain management environment, with at least three (3) years at a supervisory or managerial level.
- Demonstrated experience in establishing, restructuring or significantly strengthening a procurement and stores function, including systems, processes and controls.
- Sound working knowledge of ESPPRA legislation, regulations, standard bidding documents and procurement procedures.
- Proven experience in managing tender processes in a public sector or regulated environment.
- Strong understanding of inventory and stores management principles and systems.
- High level of integrity, professionalism and commitment to ethical procurement practice.
Duties:
This is a strategic leadership role responsible for strengthening the University’s procurement and stores management environment, ensuring full compliance with public procurement legislation, and supporting institutional efficiency and accountability.
The Procurement and Logistics Manager will be responsible for, among others:
- Establishing, strengthening and managing a fully functional procurement and stores management function, including systems, procedures, controls and reporting structures.
- Designing and implementing an integrated procurement and inventory (stores) framework, covering demand planning, sourcing, receiving, storage, issuing and asset control.
- Ensuring full compliance with the Eswatini public procurement legal and regulatory framework, including all requirements of the Eswatini Public Procurement Regulatory Agency (ESPPRA).
- Leading and managing all procurement processes, including tendering, evaluation, contracting and supplier management, in line with ESPPRA procedures and best practice.
- Developing and enforcing procurement policies, standard operating procedures and internal controls.
- Providing technical guidance to user departments on procurement planning and specifications development, with functional responsibility for the University’s Annual Procurement Plan inclusive of all related processes.
- Managing supplier performance, contract administration, supplier development and dispute resolution.
- Strengthening transparency, audit readiness and value-for-money outcomes across all procurement activities.
- Producing regular procurement and stores performance reports for management and governance structures.
- Building internal capacity through training and mentoring of procurement and stores staff.
- Supporting institutional reform initiatives by improving procurement efficiency, compliance and service delivery.
