Information Technology Manager (CSD)
Job Purpose The primary role of the position is to lead and oversee the Municipality’s digital transformation agenda by developing and managing a secure, modern, innovative, and resilient ICT environment. The IT Manager is responsible for driving the Smart City agenda, strengthening ICT governance, and integrating technology into urban management, e-governance, service delivery, and organizational efficiency. This position reports to Director Corporate Services.
Key Responsibilities

Lead the implementation of the Municipality’s digital transformation and Smart City strategies.

Oversee ICT infrastructure including networks, connectivity, cloud services, systems integration, and municipal technology platforms.

Manage the deployment and optimisation of Smart City technologies including ICT solutions, smart hardware, connectivity, and digital platforms.

Strengthen cybersecurity posture by ensuring compliance with the Eswatini Data Protection Act and related ICT regulations.
-
Oversee data protection, disaster recovery (DR), business continuity (BCP), and ICT risk management frameworks.

Conduct regular security assessments, system reviews, and technology audits to identify vulnerabilities and strengthen controls.

Manage ICT operations including service delivery, incident management, systems maintenance, and vendor performance.

Provide leadership to ICT staff, including IT Specialists, Network Administrators, and Data Analysts.

Enable e-governance and process automation initiatives in support of organisational innovation.

Conduct research and benchmarking on Smart City developments and emerging technologies to guide the Council’s digital direction.

Align ICT investments and projects with the Integrated Development Plan (IDP) and Council’s strategic priorities.

Manage the ICT budget, asset inventories, licensing, and technology procurement to ensure value for money.

Develop and maintain ICT policies, procedures, cybersecurity frameworks, and governance standards.

Provide technical advisory support to the CEO, Council, and IT Steering Committee.

Qualifications and Experience

Bachelor’s degree in information technology, Computer Science, Information Systems, or related field.

Master’s Degree (MSc or MBA) highly preferred.

Professional certifications such as CISM, ITIL v4, or PMP are advantageous.

Minimum 8 years’ ICT experience, including 4 years at senior management level, ideally in public sector or a regulated environment.

Understanding of modern network architectures, including 5G, SD-WAN and fiber-based connectivity (FTTx).

Solid knowledge of national ICT regulatory frameworks and international standards
Projects Engineer
Job Purpose The primary role of the position is to provide engineering solutions for the development, upgrading, and maintenance of physical infrastructure within the City of Mbabane. The role includes leading project planning, design, and implementation; ensuring compliance with development and building control legislation; and supporting smart, sustainable, and community-focused infrastructure delivery. This position reports to the Director Technical Services.
Key Responsibilities

Manage the Projects section, including building and development control functions.

Provide technical advice to the Head of Department and Executive Management.
-
Lead risk management processes and development of systems, procedures, and standards.
-
Prepare and manage the section’s budget.
-
Design, cost, and supervise public works projects such as roads, drainage, sidewalks, and municipal infrastructure.
-
Coordinate and manage construction and maintenance works.
-
Conduct site inspections to monitor progress and ensure compliance with quality, timelines, and budgets.
-
Facilitate the procurement of services, goods, and works (contractors, equipment, suppliers).
-
Promote adherence to the Building Act, Urban Government Act, Environment Act, OHS Act, and related regulations.
-
Process development applications and ensure monitoring of building activities in line with legislation.
-
Prepare built drawings, O&M manuals, and associated technical documentation.
-
Support the digitisation of project management processes and adoption of modern engineering technologies.

Enhance the use of GIS tools, digital project documentation, and data-driven asset management.
-
Contribute to initiatives that enable more efficient, transparent, and automated project workflows.

Lead the digitisation and modernisation of infrastructure project processes through the adoption of digital engineering tools and technologies.
-
Strengthen GIS-enabled asset management and promote the use of digital project documentation across the project lifecycle.

Drive improvements in project efficiency, transparency, and automation through innovative digital workflows.
-
Promote community-focused project delivery, ensuring safety, accessibility, and minimal disruption to residents.

Oversee teamwork coordination, operational reporting, and performance monitoring.

Support internal departments through timely technical services, designs, and approvals.

Strengthen contractor relations and ensure clear communication on project requirements and timelines.

Promote transparent communication to the public on construction schedules, road closures, and service impacts.

Perform any other duties assigned to you from the HoD, Executive Management, and/or CEO.

Qualifications and Experience

BSc / BEng Degree in Civil Engineering or equivalent.
-
Professional registration with a recognized institution is required.

Minimum 5-7 years’ relevant post-graduate experience, including 3 years in construction or property development.

Structural Engineering will be an added advantage.
-
Strong understanding of municipal legislation, engineering standards, OHS requirements, and project governance frameworks.
