About the Vuka uGovuke Campaign
The Vuka uGovuke Campaign is a Rotary Foundation Global Grant-funded initiative that aims to reduce new HIV infections, teenage pregnancies, and school dropouts among high school learners in Eswatini. Delivered across 15 secondary schools in all four regions of the country, the campaign trains young peer educators (aged 18-22) to deliver interactive, culturally grounded HIV prevention and sexual and reproductive health (SRH) education to approximately 2,500 Form 1 learners. The program is built on Govuka’s 2022 pilot and uses a human-centered design approach developed by young people. Each school receives three visits: an initial awareness and education session, a second visit integrating mobile SRH services provided by the Family Life Association of Eswatini (FLAS), and a third follow-up visit for message reinforcement and continued care linkage. Beyond health outcomes, the project invests in peer educators themselves through Govuka’s Career Pathways Mentorship Program, supporting their professional development alongside their service delivery role.
Position Overview
The M&E Officer is responsible for designing, implementing, and managing the monitoring and evaluation framework for the Vuka uGovuke Campaign. This role ensures that all project indicators are tracked rigorously, data is collected and analyzed on schedule, and findings are translated into actionable insights for adaptive project management. The M&E Officer will work closely with the Project Coordinator and Executive Director to draw on Youth Impact’s M&E Framework and FLAS’ referral data to produce credible evidence of project outcomes.
Core Responsibilities
- M&E Framework Development: Design and operationalize the project’s M&E plan, including indicator definitions, data collection tools, sampling strategies, data flow processes, and reporting templates aligned with Rotary Global Grant requirements.
- Tool Design and Piloting: Develop pre- and post-program knowledge assessments, satisfaction surveys, observation checklists, and referral tracking forms. Pilot all instruments before deployment and refine based on feedback.
- Data Collection Oversight: Coordinate and conduct data collection activities during all three rounds of school visits across 15 schools, ensuring consistent administration of surveys and assessments.
- Data Management: Establish and maintain a secure, organized database for all project data. Ensure data quality through regular cleaning, validation, and spot checks.
- Analysis and Reporting: Analyze quantitative and qualitative data to track progress against all 13+ project indicators. Produce quarterly M&E reports and contribute to Rotary progress and final reports.
- Referral Tracking: Monitor FLAS referral data and the digital referral tracking system to assess the number of learners accessing SRH services and the percentage successfully linked to care.
- Partner Data Coordination: Liaise with FLAS to obtain program records on mobile testing and counseling sessions, and with partner organizations for any co-collected data.
- Learning and Adaptation: Present data findings to the Project Coordinator and Executive Director regularly, identifying trends, flagging quality concerns, and recommending programmatic adjustments.
- Capacity Building: Train peer educators and Peer Educator Leads on basic data collection methods, including administering surveys and maintaining attendance records.
Required Qualifications
- Master’s degree in M&E, public health, or a related field. Candidates with bachelor’s degree alongside extensive experience will be considered.
- Minimum of 4 years of experience in M&E for health, education, or development programs.
- Demonstrated experience designing data collection instruments (surveys, questionnaires, observation tools).
- Proficiency in data analysis using Excel, SPSS, Stata, or R.
- Experience with mobile data collection platforms (e.g., KoboToolbox, SurveyCTO, ODK).
- Strong written and spoken proficiency in English and siSwati.
- Attention to detail and commitment to data quality.
Preferred Qualifications
- Experience with school-based or youth health program evaluations.
- Familiarity with HIV/SRH program indicators and measurement approaches.
- Knowledge of Rotary Foundation reporting requirements.
