MANAGER MARKET CONDUCT – INSURANCE, CREDIT & SAVINGS INSTITUTIONS
We invite applications from suitably qualified and experienced individuals to apply for the position of Manager Market Conduct (Insurance, Credit and Savings Institutions) within the Market Conduct Department.
Reporting to the General Manager Market Conduct Supervision, the Manager Market Conduct is responsible for overseeing and strengthening market conduct supervision within the insurance and credit & savings institutions sectors, ensuring fair treatment of customers, regulatory compliance, and effective conduct risk management in licensed financial services providers. This position enables the supervisor to set market conduct standards in trying to ensure the protection of consumers of financial services, fostering market transparency and integrity and that there is fair competition in the interest of consumers.
Responsibilities
- Prepare and manage the Market Conduct Unit’s budget, ensuring effective financial planning and that expenditure remains within the approved allocation.
- Provide strategic leadership to the Market Conduct Unit by developing the Unit’s strategy.
- Lead on-site inspections and off-site surveillance within the insurance and credit and savings institutions (CSI) sectors, including collaboration with other supervisory functions such as Licensing and AML/CFT.
- Lead and manage new product assessments, including the review and approval of proposed financial products in line with regulatory requirements.
- Conduct and oversee market conduct risk assessments to identify, assess, monitor, and mitigate existing and emerging risks within the sector and at unit level.
- Monitor the performance of the Market Conduct Unit through the performance management system.
- Ensure quality assurance of unit reports, including industry-specific reports, statistical bulletins, PEU reports, Board reports, integrated reports, and any ad hoc reports as required, ensuring accuracy and timeliness.
- Assist in the establishment and implementation of market conduct policies and procedures, and participate in the development and amendment of market conduct legislation.
- Foster effective internal and external stakeholder relationships.
- Participate in the preparation and coordination of responses to external bodies and international institutions such as the IMF, World Bank, IOSCO, CISNA, ICURN, and AFI on market conduct-related matters.
- Keep abreast of industry trends, developments, and emerging risks to inform supervisory approaches and policy development.
- Manage the Unit’s day-to-day operations, projects, and resources.
- Provide effective people management through leadership, mentoring, and coaching.
Required Qualifications and Key Competencies
- Post-Graduate Qualification in Law / Business Administration / Finance / Economics or related field.
- Five (5) years’ experience within financial industry regulation, of which two (2) years should have been served in a supervisory capacity.
- Certification by a professional body on compliance would be an added advantage.
