1. INTRODUCTION

The Institute of Development Management invites suitably qualified and experienced consultants or consulting firms to submit tenders for the review and redesign of the organizational structure, job evaluation, and salary review. The purpose is to ensure a fit-for-purpose structure, equitable job evaluation, and a competitive salary framework aligned with the strategic objectives of the organization and Eswatini’s labor market practices.


2. SCOPE OF WORK

The consultant is expected to:

2.1 Organizational Structure Review

  • Diagnostic analysis of the current structure.
  • Identify inefficiencies, overlaps, and gaps.
  • Interview representative of workers Union at IDM
  • Interview IDM Management
  • Recommend an optimized structure aligned to IDM strategy.

2.2 Job Evaluation and Job Grading

  • Conduct a job analysis for all positions.
  • Develop/update job roles and competency alignment
  • Apply an Paterson job evaluation methodology
  • Recommend job grades and hierarchies.

2.3 Salary Review

  • Benchmark salaries against similar tertiary Institutions in Eswatini and the broader market.
  • Recommend equitable, competitive, and sustainable salary structures (with notches and bands).
  • Advise on allowances, benefits, and performance-linked pay.
  • Provide a policy for regular salary reviews.

Reporting

  • Submit a comprehensive report with recommendations.
  • Recommend implementation plan of the proposed organizational structure
  • Present findings to management/committee.

2.4 Projects Duration

  • 3 months.

3. ELIGIBILITY CRITERIA

Bidders must demonstrate:

  • Experience in organizational design, job evaluation, and salary review (preferably in Eswatini/Southern Africa).
  • Understanding of local labor laws and HR practices.
  • Capability to deliver within the specified timeframe.
  • Registration with professional bodies and tax compliance in Eswatini.

4. SUBMISSION REQUIREMENTS

Bidders must submit:

4.1 Technical Proposal

  • Understanding of the assignment.

  • Proposed methodology and work plan.

  • CVs of key personnel.

  • References of past similar assignments.

4.2 Financial Proposal

  • Detailed breakdown of fees, and other expenses.

4.3 Legal & Compliance Documents

  • Declaration of eligibility

  • Company registration certificate.

  • Certified ID copies of Directors

  • Labor Compliance Certificate

  • ENPF compliance certificate

  • Last audited statement of financials

  • Tax compliance certificate.

  • Professional affiliations (if applicable).

4.4 Submission Format

  • One (1) original of technical and financial separately sealed

  • Two (2) copies of technical proposal.

  • Two (2) financial proposal, sealed separately.

7. Bidder Instructions

To ensure proper submission, bidders are requested to:

  • Submit proposals in a sealed envelope clearly labeled with the tender reference number.
  • Ensure that technical and financial proposals are submitted separately.
  • Follow the submission checklist to ensure all required documents are included.
  • Submit the proposals before the closing date and time; late submissions will be disqualified.
  • Include a contact person in their submission for any clarifications or communication.
  • Use the format and tables provided for clarity and ease of evaluation.

8. Terms & Conditions

  • Each applicant is required to pay a non refundable E500 tender fee at the IDM Accounts Office upon submission.
  • The organization reserves the right to accept/reject any tender.
  • All inquiries must be in writing to Human Resources Manager hrmanager@idmbls.ac.sz
  • The assignment is expected to start on 01.05.2026 and complete within three months.
  • Payments will follow agreed milestones and deliverables.
