Department/Unit: ICT Systems Location: Lubovane Dam Offices, Siphofaneni, Eswatini Reports To: Head ICT System Management and Support (Joint River Basin Authorities – Project Board) Employment Type: Contract: 3 Years

1. BACKGROUND

The Joint River Basin Authorities – Project Board (JRBA-PB) is mandated to strengthen the capacity and coordination of the country’s five River Basin Authorities (RBAs) to enhance integrated water resource management. As operations expand, the institution increasingly relies on digital systems for governance, compliance, and service delivery. Effective ICT infrastructure and secure systems are critical to ensuring operational efficiency, data integrity, and resilience against cyber threats.

2. JOB PURPOSE

The ICT Systems Officer will provide strategic and operational leadership in managing the institution’s information technology systems, digital platforms, and cybersecurity frameworks. The role will ensure that JRBA-PB and its decentralized RBAs have reliable, secure, and scalable ICT systems to support governance, compliance, and resource management. Reporting directly to the Head ICT System Management and Support, the Officer will oversee ICT infrastructure, manage enterprise systems, and drive digital transformation initiatives aligned with national e-governance strategies.

3. KEY RESPONSIBILITIES

  • Develop and implement the ICT Strategy and Systems Management Plan.
  • Ensure the availability, security, and reliability of ICT infrastructure and enterprise systems.
  • Manage cybersecurity frameworks, including risk assessments, incident response, and data protection compliance.
  • Provide technical support for digital platforms used in governance, compliance, and water resource monitoring.
  • Provide basic IT support for staff, including troubleshooting hardware and software issues.
  • Support procurement of IT equipment and services, ensuring compliance with procurement guidelines.
  • Oversee installation, and maintenance of ICT hardware and software.
  • Assist in the designing, development, and managing the institution’s official website, ensuring it is secure, user-friendly, regularly updated, and aligned with organizational branding and communication standards.
  • Strategically plan and manage ICT budgets and resources, aligning technology investments with the institution’s digital transformation agenda, ensuring sustainability, cost-effectiveness, and measurable returns on investment. Assist in managing Service Level Agreements (SLAs) with technology vendors.
  • Train staff on ICT systems, cybersecurity awareness, and digital tools.
  • Support integration of ICT systems across decentralized RBAs.
  • Define and track ICT performance indicators (KPIs), ensuring systems deliver measurable value to operations.
  • Prepare reports on ICT risks, system performance, and digital transformation progress.
  • Serve as advisor to the CEO and Board on ICT governance and innovation.

5. REQUIRED QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s Degree in Information Technology, Computer Science, or related field.
  • Professional certifications in ICT systems, networking, or cybersecurity (e.g., CCNA, CompTIA Security+, CISSP) are an advantage.
  • Minimum 4 years’ experience in ICT systems administration.

6. REQUIRED KNOWLEDGE, SKILLS, AND ATTRIBUTES

Knowledge

  • ICT systems architecture, networking, and cybersecurity frameworks.
  • National ICT policies and e-governance standards.
  • Data protection and information security legislation.

Skills & Competencies

  • Strong ICT systems administration and troubleshooting skills.
  • Excellent project management and organizational abilities.
  • Ability to manage complex ICT projects and stakeholder interests.
  • Capacity to train and support teams on ICT systems and cybersecurity.
  • Analytical and problem-solving skills in high-pressure environments.
