HEAD OF MONITORING, COLLECTIONS AND IMPLEMENTATION

Reporting to: Manager Finance


MAIN PURPOSE OF THE JOB

The Monitoring, Collections and Implementation Officer is responsible for safeguarding the quality, performance, and sustainability of IDCE’s loan portfolio, with the primary focus on improving collections and recoveries, while ensuring effective post-disbursement monitoring of funded projects.

The position leads the development and implementation of robust monitoring, collections and projects implementation strategies, ensures timely recovery of loans, identifies early warning signs of distress, and recommends appropriate remedial actions including restructuring. The role also provides management with comprehensive monthly portfolio reports and conducts annual project reviews.


KEY RESPONSIBILITIES

1. Loan Collections and Recoveries

The collections function forms the primary mandate of the position and is central to improving portfolio performance and sustainability.

Key Duties:

  • Develop and implement effective collections and recoveries strategies aligned to institutional mandate and risk appetite
  • Lead and oversee all loan collections activities, ensuring timely repayment of principal, interest, and fees
  • Monitor arrears, past-due accounts, and non-performing loans (NPLs), and take proactive steps to reduce delinquency levels
  • Enforce collections policies, procedures, and escalation frameworks
  • Engage borrowers in arrears through structured follow-ups, negotiations, and repayment arrangements
  • Recommend and manage loan restructuring, rescheduling, or workout arrangements in line with approved policies
  • Coordinate legal recovery actions, including engagement with external legal counsel where amicable recovery efforts fail
  • Track and report on collections performance, recoveries, NPL trends, and write-offs
  • Build and maintain strong working relationships with borrowers to support repayment while protecting the institution’s interests

2. Projects Monitoring and Post-Disbursement Oversight

The monitoring function ensures that funded projects remain viable, compliant, and aligned with approved objectives.

Key Duties:

  • Oversee post-disbursement monitoring of financed projects
  • Assess project performance against approved business plans and financing projections
  • Identify early warning signs of operational, financial, or governance challenges
  • Conduct site visits, management meetings, and reviews of borrower financial and operational reports
  • Recommend corrective actions and risk mitigation measures where performance deviates
  • Ensure compliance with loan conditions, covenants, and reporting requirements

3. Portfolio Reviews, Reporting, and Restructuring

Key Duties:

  • Prepare quarterly loan portfolio reports for Executive Management
  • Prepare comprehensive monthly reports
  • Conduct annual comprehensive reviews of funded projects and overall loan portfolio
  • Lead the assessment and recommendation of loan restructuring and rehabilitation plans for distressed projects
  • Provide data-driven insights to support strategic decisions on portfolio management and risk
  • Contribute to continuous improvement of credit monitoring and collections
  • Develop policies relevant to the roles

LEADERSHIP AND GOVERNANCE

Key Duties:

  • Ensure adherence to internal policies, credit guidelines, and regulatory requirements
  • Contribute to policy development related to collections, recoveries, implementation, and portfolio management
  • Work closely with Business Development, Legal, and Finance teams to ensure an integrated approach to portfolio management

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s degree in Finance, Accounting, Economics, Business Administration, or related field
  • Minimum of 3–5 years’ experience in credit management, loan monitoring, and collections/recoveries, preferably within a Development Finance Institution, bank, or financial services environment
  • Proven experience in managing loan workouts, restructuring, and recoveries
  • Strong understanding of project finance, SME financing, and development finance principles

KEY COMPETENCIES AND SKILLS

  • Strong collections and negotiation skills with a results-driven mindset
  • Sound credit analysis and financial interpretation skills
  • Ability to identify and manage portfolio risks proactively
  • Strong report writing and presentation skills
  • Knowledge of legal and regulatory aspects of lending and recoveries
  • Leadership, integrity, and sound judgement
  • High attention to detail and strong analytical capability

PERFORMANCE MEASURES

  • Improvement in collections and recovery ratios
  • Reduction in arrears and non-performing loans
  • Timeliness and quality of portfolio reports
  • Effectiveness of project monitoring and early risk identification
  • Successful restructuring and rehabilitation of distressed projects

REMUNERATION

Competitive package commensurate with industry trends and patterns
