Website Komati Basin Water Authority (KOBWA)
The Komati Basin Water Authority (KOBWA) is a bi-national River Basin Authority established under a Treaty between the Republic of South Africa (RSA) and the Kingdom of Eswatini (KOE). Its mandate is to develop and manage water resources in the Komati sub-catchment.
KOBWA operates from its Head Office at Maguga Dam near Pigg’s Peak in Eswatini and has an Operations (Water Management) Office at Driekoppies Dam near Schoemansdal in South Africa.
Position Overview
KOBWA seeks to recruit a suitably qualified, skilled, and experienced Finance Director. The position will be based at Maguga Dam, with extensive travel within KOBWA’s area of operation (South Africa and Eswatini).
The appointment is on a five (5)-year contract, renewable based on performance.
Job Purpose
To oversee all financial activities, ensuring financial governance and controlling financial accounting functions in order to produce financial reports for audit purposes.
Minimum Requirements and Skills
-
Bachelor’s Degree in Financial Accounting or equivalent (NQF 7)
-
Postgraduate qualification such as CA, ACCA, or CIMA
-
Proof of current professional membership
-
Minimum of five (5) years’ financial and management accounting experience in a managerial role
-
Practical knowledge of GRAP standards
-
Practical experience and knowledge of the SAGE accounting system
-
In-depth knowledge and understanding of financial accounting and tax legislation in both the Kingdom of Eswatini and the Republic of South Africa

Key Performance Areas
Reporting to the Chief Executive Officer (CEO):
-
Serve as the Authority’s Chief Financial Officer (CFO)
-
Design, implement, and maintain sound accounting systems and internal controls
-
Ensure financial controls, compliance, governance, and successful audit outcomes
-
Formulate and influence short-, medium-, and long-term financial plans aligned with organisational strategies
-
Implement and manage the Authority’s financial performance and report to the CEO and Board of Directors
-
Overall management of budgeting, cash flow, and expenditure control
-
Preparation of management reports reflecting the organisation’s financial status
-
Ensure supply chain policies and procedures are in place and adhered to
-
Oversee contract management and ensure compliance with regulatory policies
-
Ensure efficient and effective asset and liabilities management
-
Ensure compliance with all financial returns and payroll management
-
Liaise with internal and external auditors
-
Manage cash, income, and investments
-
Commission, lead, and operate financial systems, accounting principles, and practices
-
Contribute to the specification of appropriate and accurate financial operating systems

Manage staff within the Finance Department
