DESCRIPTION
KEY RESPONSIBILITIES
STRATEGIC LEADERSHIP AND INNOVATION
- Lead and coordinate the development of digital business strategies and roadmaps aligned to enterprise strategic plans.
- Champion digital transformation and act as a change agent to build sustainable digital capabilities across the organisation.
- Identify and promote emerging technologies such as Robotic Process Automation (RPA), Artificial Intelligence (AI), and advanced analytics to enhance revenue collection, trade facilitation, and service delivery.
- Align innovation initiatives with national digital transformation agendas and international standards.
- Provide expert advice to executive management on innovation opportunities, risks, and investment priorities.
TAX AND CUSTOMS SYSTEMS INNOVATION
- Provide strategic oversight of innovation initiatives related to digital tax administration, e-services, compliance analytics, and modern customs systems.
- Drive technology-enabled solutions to improve taxpayer and trader compliance, transparency, and operational efficiency.
- Ensure customs systems modernisation aligns with national legislation, regional frameworks, and international standards such as WCO requirements.
AUTOMATION AND INTELLIGENT SYSTEMS
- Oversee enterprise automation initiatives, including RPA, AI-driven solutions, and advanced digital platforms.
- Ensure solution architectures are secure, scalable, resilient, and integrated with existing core systems.
INNOVATION GOVERNANCE
- Establish and lead an Innovation Framework and Innovation Centre of Excellence.
- Ensure compliance with ICT governance, data protection, information security, AI governance, and public-sector procurement standards.
- Approve business cases, solution designs, and implementation roadmaps for innovation initiatives.
STAKEHOLDER, BUDGET AND PEOPLE MANAGEMENT
- Build strong partnerships with business units, ICT, executive leadership, external technology partners, and international stakeholders.
- Prepare and manage the divisional budget, monitor expenditure, and report on financial performance.
- Lead, coach, and develop staff, including recruitment, performance management, skills development, and succession planning.
REQUIREMENTS
QUALIFICATIONS
MINIMUM:
- Bachelor’s degree in Information Technology, Computer Science, Engineering, Information Systems, or related field
- Project Management Certification
- ICT Governance and Enterprise Architecture (COBIT, TOGAF or other)
ADVANTAGEOUS:
- Postgraduate qualification in ICT Management, Innovation, Digital Transformation, or Public Administration
- Certified in Risk and Information Systems Control
EXPERIENCE
- 10–12 years’ experience in information management and information technology, of which 5 years is at management level
- Proven experience in large-scale enterprise systems
- Strategic understanding of databases
- Database performance and availability awareness
- Compliance, audit, and regulatory skills
