Overview

Management Sciences for Health (MSH) is seeking a Health Financing Consultant for a potential Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) assignment in Eswatini.

The role focuses on leading financial and economic analysis for the HIV Sustainability Roadmap, including development of a costed three-year transition and sustainability plan.

The consultant will:

  • Develop a comprehensive HIV financing profile
  • Assess funding gaps and opportunities
  • Support strategies to strengthen domestic financing
  • Ensure continuity of HIV services

The assignment will align with national strategies, donor requirements (Global Fund, PEPFAR/USG), and long-term sustainability goals, working closely with stakeholders and a multi-sectoral Steering Committee.

Note: This position is subject to project award and funding.


Overall Responsibilities

HIV Financing Profile & Resource Mapping

  • Conduct comprehensive funding landscape analysis (domestic and external)
  • Map current and projected funding, identifying gaps, risks, and opportunities
  • Analyze expenditure data (e.g., NASA, GAM, donor reports)
  • Assess fiscal space, efficiency gains, and sustainability

Costing & Financial Planning

  • Lead costing of prioritized HIV interventions
  • Develop a costed three-year Transition and Sustainability Plan
  • Define funding needs, gaps, and transition pathways
  • Document costing assumptions, methodologies, and data sources

Financing Strategy Development

  • Identify and prioritize sustainable financing strategies
  • Support government transition and cost absorption planning
  • Explore additional funding sources (partners, reforms, cross-sector opportunities)

Contribution to HIV Sustainability Roadmap

  • Lead financing inputs into the roadmap
  • Translate strategy into actionable, costed interventions
  • Define milestones, timelines, and accountability frameworks
  • Develop indicators to track progress

Stakeholder Engagement & Facilitation

  • Engage government, donors, civil society, and communities
  • Facilitate technical discussions and working groups
  • Ensure alignment with policies, budgets, and health system reforms

Reporting & Deliverables

  • Prepare key outputs: inception report, funding analysis, costed plan, policy briefs
  • Develop presentations and Excel-based financial models
  • Provide bi-weekly progress updates to the Steering Committee

Qualifications

  • Advanced degree (Master’s or higher) in Health Economics, Public Health, Economics, Health Financing, Public Policy, or related field
  • 7–10 years’ experience in health financing, costing, or sustainability planning
  • Experience in Eswatini (preferred)
  • Proven experience with financing strategies, transition plans, or sustainability roadmaps
  • Strong expertise in resource mapping, expenditure analysis (e.g., NASA), and costing
  • Solid understanding of public financial management and fiscal space analysis
  • Familiarity with Global Fund, PEPFAR/USG, and UNAIDS frameworks
  • Experience working with government, donors, and civil society
  • Strong analytical, facilitation, and communication skills
  • Fluency in English
