EMPLOYMENT OPPORTUNITY – CHIEF EXECUTIVE OFFICER
The Eswatini Roads Authority (ERA), established under the Roads Authority Act of 2023, is the national entity mandated to manage and transform Eswatini’s road infrastructure. As a strategic oversight body, the Authority is committed to enhancing economic growth through improved connectivity, accountability, and independent governance. By focusing on long-term strategic planning and modernizing the national road network, the ERA serves as a cornerstone for national development and regional trade.
On behalf of our client, the Eswatini Roads Authority (ERA), we invite applications from suitably qualified and experienced candidates for the position of Chief Executive Officer (CEO). The CEO will report to the Board of Directors of the ERA. The successful candidate will be offered a remuneration package aligned to Public Enterprise Category A, on a five (5) year renewable contract based on satisfactory performance.
JOB PURPOSE
The Chief Executive Officer (CEO) is responsible for the strategic leadership and operational direction of the Eswatini Roads Authority (ERA). The incumbent leads the planning, development, and management of the national road network, ensuring the regulation and inspection of infrastructure to deliver a safe, sustainable, and efficient transport system in alignment with the Authority’s legislative mandate.
JOB RESPONSIBILITIES
• Lead the formulation and implementation of the ERA’s strategic plans, policies, and performance targets.
• Align the ERA’s objectives with national transport, infrastructure, and economic development policies.
• Advise the Board, and through the Board the Minister, on matters relating to ERA’s mandate and performance.
• Serve as the Accounting Officer of the ERA.
• Ensure compliance with enabling legislation, public finance laws, procurement regulations, and corporate governance codes.
• Implement Board decisions and provide accurate, timely performance reports.
• Oversee planning, construction, rehabilitation, and maintenance of the national road network.
• Promote adoption of international best practices, innovation, and sustainability in road infrastructure.
• Ensure value for money in project delivery.
• Provide leadership in budgeting, financial management, and resource mobilization.
• Ensure sound financial controls, audits, and risk management frameworks.
• Manage donor-funded and Public-Private Partnership (PPP) projects where applicable.
• Act as the principal liaison with Government Ministries, Parliament, development partners, contractors, road users, and other stakeholders.
• Represent the ERA at national, regional, and international forums.
• Build public trust through transparency and accountability.
• Provide leadership to senior management and staff.
• Promote performance management, capacity building, ethical conduct, and organizational culture.
• Ensure compliance with labor laws and human resource policies.

MINIMUM QUALIFICATIONS AND EXPERIENCE
• Bachelor’s degree in Civil / Transport / Infrastructure Engineering / Economics / Finance or related field.
• Master’s Degree in Civil / Transport / Infrastructure Engineering / Business Administration / Public Administration / Infrastructure Management / Strategic Management or related field.
• Registration with a recognized professional body (e.g. Engineering Council, Institute of Engineers) where applicable, accompanied by a valid letter of good standing is desirable.
• Membership in a relevant professional institute is required.
• A minimum of 15 years’ relevant work experience, of which at least 8 years must be at executive or senior management level.
• Proven experience in one or more of the following:
– Roads or transport infrastructure management
– Large public sector organizations or Public Enterprises
– Engineering, construction, or infrastructure finance
– Policy implementation and institutional leadership
– Demonstrated experience managing large budgets, complex projects, and multidisciplinary teams
