EMPLOYMENT OPPORTUNITY – CHIEF FINANCIAL OFFICER
The Eswatini Roads Authority (ERA), established under the Roads Authority Act of 2023, is the national entity mandated to manage and transform Eswatini’s road infrastructure. As a strategic oversight body, the Authority is committed to enhancing economic growth through improved connectivity, accountability, and independent governance. By focusing on long-term strategic planning and modernizing the national road network, the ERA serves as a cornerstone for national development and regional trade.
On behalf of our client, the Eswatini Roads Authority (ERA), we invite applications from suitably qualified and experienced candidates for the position of Chief Financial Officer (CFO). The CFO will report to the Chief Executive Officer (CEO) of the ERA. The successful candidate will be offered a remuneration package aligned to Public Entity Category A, on a three (3) year renewable contract based on satisfactory performance.
JOB PURPOSE
The Chief Financial Officer (CFO) is responsible for developing and managing internal financial capacity to effectively deliver all financial services, optimize financial transactions, and establish a robust policy framework governing financial operations. The incumbent is tasked with managing, controlling, and supervising all revenue streams while ensuring the financial sustainability of the Eswatini Roads Authority (ERA).
JOB RESPONSIBILITIES
• Translate organizational strategic imperatives into actionable financial plans and tasks.
• Direct the development and implementation of financial strategies aligned to short and long-term objectives.
• Optimize existing business processes to mitigate revenue leakages.
• Develop and implement an effective revenue strategy and debt management.
• Recruit, develop and retain departmental staff in collaboration with the Human Capital Department.
• Ensure the development, implementation, and compliance to financial policies, procedures, and controls.
• Oversee the preparation, management, and control of annual budgets and medium-term financial plans.
• Ensure business continuity plans are in place and that risk management practices are embedded in operations.
• Ensure the timely preparation and submission of Annual Financial Statements (AFS).
• Develop and enforce performance measurement systems to monitor efficiency and service delivery.
• Identify, evaluate, and address bottlenecks and operational deficiencies within the function.
• Lead and manage the Finance Department, ensuring a high-performance and professional work culture.
• Provide technical financial advice to the CEO, Board, and relevant stakeholders as required.
• Provide periodic financial reports to the CEO and the Board, including financial scenarios and investment options.
KNOWLEDGE, SKILLS AND ABILITIES
• Public-sector financial management frameworks.
• Financial reporting, auditing, and statutory compliance.
• Ability to safeguard public funds and ensure financial integrity.
• Ability to lead and strengthen financial governance.
• High levels of integrity, emotional intelligence, and respect for stakeholders.
MINIMUM QUALIFICATIONS AND EXPERIENCE
• A minimum of 10 years’ relevant working experience of which 5 years should be at managerial level in a finance department.
• CA (SA) / CA (SD).
• A Master’s degree in Accounting and Finance or similar will be an added advantage.
• Professional registration with the Eswatini Institute of Accountants, SAICA, ACCA or CIMA accompanied by a valid letter of good standing is desirable.
• International Financial Reporting Standards (IFRS) experience.
