CHIEF EXECUTIVE OFFICER
On behalf of our client, the Eswatini Communications Commission (ESCCOM), applications are invited from suitably qualified and experienced candidates for the position of Chief Executive Officer.
JOB PURPOSE
To provide strategic and professional executive leadership to ESCCOM by overseeing the effective delivery of its regulatory and developmental mandate across communications, data protection, cybersecurity, and universal access. The role reports directly to the ESCCOM Board and serves as the strategic head of the Commission and its associated agencies and funds.
KEY RESPONSIBILITIES
- Lead the development and implementation of ESCCOM’s long-term strategic vision aligned with national legislation, government policy, and international best practice
- Execute ESCCOM’s regulatory mandate and ensure effective oversight of the communications sector
- Ensure fair competition, innovation, consumer protection, and compliance with regulatory frameworks
- Oversee data protection mandates, including regulation of personal data processing and protection of data subjects’ rights
- Coordinate and oversee national cybersecurity matters, strengthening compliance and resilience against digital risks
- Manage the Universal Access and Service Fund (UASF) to expand access to reliable and affordable communications services
- Provide independent, evidence-based policy advice and strategic support to the Board
- Build and maintain relationships with government, industry, consumers, and international stakeholders
- Strengthen organizational performance, systems, and digital transformation initiatives
- Ensure sound financial management, budgeting, and compliance with public-sector governance standards
- Cultivate a high-performance organizational culture and lead talent development
- Oversee enterprise-wide risk management, audit, and compliance frameworks
- Integrate ESG (Environmental, Social, and Governance) principles into operations and regulatory practices
KNOWLEDGE, SKILLS AND COMPETENCIES
- Strong strategic and analytical capability
- Governance, regulatory compliance, and public accountability expertise
- Proven executive leadership with strong communication and stakeholder engagement skills
- Excellent negotiation, networking, and relationship-building abilities
- Knowledge of industrial relations and people management in public-sector or regulatory environments
QUALIFICATIONS AND EXPERIENCE
- Bachelor’s degree in Business Administration, Commerce, Economics, Law, Public Policy, ICT, Engineering, or related field
- Master’s degree in a relevant discipline
- Additional qualifications in governance, leadership, or strategic management are an advantage
- Minimum of 12 years’ experience, with at least 8 years in an executive leadership role, preferably in ICT, telecommunications, or regulatory sectors
- Proven experience in strategic planning, policy development, and governance in complex environments
- Strong background in financial management, operational leadership, and enterprise risk management
