CHIEF EXECUTIVE OFFICER
Matsapha Town Council is a statutory local authority mandated under the Urban Government Act of 1969 to administer, develop and regulate Eswatini’s most economically significant urban area. On behalf of our client, Matsapha Town Council, we invite applications from suitably qualified and experienced candidates for the position of Chief Executive Officer (Town Clerk).
JOB PURPOSE
To provide strategic and professional leadership in the administration of the Town, enabling the Council to achieve its objectives through the effective implementation of approved policies and programmes, and the delivery of efficient, high-quality services to the community of Matsapha.
The role reports to the Chairperson of the Council and serves as the strategic head of all municipal operations.
KEY RESPONSIBILITIES
- Provide strategic direction that positions Matsapha as a globally competitive industrial hub, aligned with its role as Eswatini’s economic centre.
- Lead the development and implementation of long-term growth initiatives, including economic development planning, industrial expansion strategies, and revenue growth, incorporating macro-environmental analysis into strategic planning and decision-making.
- Strengthen existing revenue instruments and lead innovation of new revenue-generation models suitable for a high-value industrial municipality.
- Provide advice, policy development and decision-making support to the Council and Council Committee.
- Drive the development and execution of long-term infrastructure and capital improvement programmes that support industry, logistics, and national competitiveness.
- Provide comprehensive financial oversight, including corporate budgeting, financial reporting, cash flow forecasting, and long-term fiscal planning to support effective municipal financial management.
- Build and maintain strategic financial partnerships and investment-support mechanisms.
- Provide executive leadership across the organisation by aligning staff to Council’s strategy and building departmental leadership capability through mentoring, coaching and performance management.
- Drive high-quality service delivery and enhance efficiency and accountability systems to meet the needs of industries, residents and investors.
- Develop, implement and maintain systems, procedures and performance frameworks that enhance accountability, operational effectiveness and service quality.
- Drive institutional reforms, performance culture, and digital transformation.
- Represent the Municipality in high-level national forums, Ministerial engagements and parliamentary proceedings.
- Ensure audit activities and procedures are in place to identify and mitigate all major risk in the organization and its operations, and to improve control in governance processes.
- Provide strategic leadership in enterprise risk management, mitigation planning and resilience frameworks.
- Oversee and strengthen strategic communication with all Council stakeholders to drive the sustained development and continuous improvement of the Matsapha Municipality.
- Ensure communication, interpretation, and implementation of all applicable legislation, and the execution and monitoring of Council resolutions, policies, and procedures.
- Strengthen and operationalize strategic partnerships by ensuring effective SLA’s, OLA’s and MOU’s are established and maintained.
- Manage political dynamics with professionalism, neutrality and institutional focus, demonstrating strong political intelligence to navigate complex governance dynamics.
- Oversee socio-economic, industrial and demographic data production and research to inform strategic planning and enhance operational effectiveness.
- Ensure monitoring and evaluation systems are robust and support informed decision-making.
- Oversee the timely preparation and distribution of Council notices, agendas, and meeting documentation, and ensures the accurate recording and maintenance of Council minutes.
- Maintain a high level of organisational discipline while driving culture-building initiatives that promote Matsapha Town Council as an Employer of Choice.
KNOWLEDGE, SKILLS AND COMPETENCIES

- Advanced governance, compliance and parliamentary engagement capabilities.
- High-level judgement, diplomacy and decision-making.
- Strong leadership, communication and stakeholder engagement skills.
- Ethical, credible and professional executive presence with strong governance and ethics awareness, including a deep understanding of compliance, risk and public accountability.
- Human relations & Industrial relations knowledge.
- Project management skills.
QUALIFICATIONS AND EXPERIENCE
- Master’s degree in public administration, MBA, MBL or equivalent.
- Relevant professional membership in good standing is required.
- Minimum 10–15 years relevant experience, with at least 5–10 years in executive leadership level in public administration, municipal governance, economic/industrial environments, regulation or related sectors.
- Demonstrated experience in executive leadership, governance, financial oversight, revenue generation and strategic stakeholder management.
- Experience working municipal leadership, exposure to Public-Private Partnerships (PPP), and investment facilitation will be considered an added advantage.
- Working knowledge of the Urban Government Act.
