The Clinton Health Access Initiative (CHAI) is a global health organization dedicated to improving health outcomes in low- and middle-income countries by strengthening health systems and expanding access to quality care.
Role Overview
CHAI is recruiting a Technical Assistant Officer to support the enhancement, deployment, and national rollout of the Community-Based Health Information System (CBHIS).
The role will contribute to improving healthcare delivery by strengthening digital systems, enhancing data quality, and supporting monitoring of services at community and facility levels across Eswatini.
Key Responsibilities
System Development & Support
- Assist with system enhancement, debugging, and issue resolution
- Support maintenance and performance improvements of CBHIS
Testing & Quality Assurance
- Conduct unit testing, system testing, and User Acceptance Testing (UAT)
- Document test cases, results, and system defects
- Validate system functionality against requirements
Documentation
- Develop and maintain:
- Software Requirements Specifications (SRS)
- System design and workflow documentation
- API documentation
- Prepare user manuals and training materials
Implementation & Training
- Support system deployment and configuration
- Train healthcare workers, administrators, and stakeholders
- Provide on-site and remote support during rollout
Data Management & Reporting
- Perform data validation, cleaning, and quality checks
- Generate reports and dashboards
- Monitor system usage and data quality indicators
Device & Security Management
- Maintain inventory of CBHIS devices (tablets, laptops, servers)
- Track device allocation and usage
- Implement security protocols (passwords, access control, encryption)
- Troubleshoot device issues and ensure compliance with MoH policies
Key Deliverables
- Monthly progress reports on CBHIS rollout
- System testing and UAT reports
- Bi-weekly data quality and monitoring reports
- Training materials and reports
- Technical documentation (SRS, APIs, workflows, database dictionary)
- Device inventory and security compliance reports
Minimum Qualifications
- Diploma or Bachelor’s Degree in IT, Computer Science, Software Engineering, or related field
- Experience in software development or health information systems
- Proficiency in MySQL or Microsoft SQL Server
- Basic web development or scripting experience
- Strong communication skills in English and siSwati
- Must have legal right to work in Eswatini
Preferred Skills
- ASP.NET (C#/VB.NET)
- Node.js and REST API development
- Database design and optimization (MySQL/MSSQL)
- API integration and interoperability
- Version control systems (Git)
- Mobile or hybrid app development
Advantage:
- Experience with CBHIS, HMIS, or DHIS2
- Knowledge of Eswatini’s community health systems
Eligibility
