CIVIL SERVICE COMMISSION CIRCULAR NUMBER 5 OF 2026
VACANCY: ASSISTANT LAND ADMINISTRATOR
Applications are invited from qualified permanently appointed employees to fill the above vacant position in the Ministry of Natural Resources and Energy.
QUALIFICATIONS, SKILL AND EXPERIENCE
The candidate must have all of the following qualifications:
- Must have done and obtained O’Level/IGCSE/SGCSE/EGSCE or equivalent certificate
- A Bachelor’s Degree majoring in Land Management or Geography or Environmental Studies or Public Administration or Property Management or Bachelor’s Degree in Law and Environmental Studies or Environmental Law from a recognized and accredited institution is a requirement
- Experience in Land Administration, Stakeholder engagement and community outreach, Property Management or Land Issues will be an added advantage
- Familiarity with Legal instruments (Leases, transfers land legislation and titles) will also be an added advantage
- Strong organizational and administrative skills, proficiency in GIS/Mapping software and document management systems will be an added advantage
- Excellent communication and negotiation skills
- Computer literacy and upright character
DUTIES/RESPONSIBILITIES
- To prepare Land Records and Documentation
- To maintain accurate records of land transactions, leases, permits, and titles
- To draft and process legal instruments related to land holdings and appointment
- To ensure secure filing and retrieval of land documents
- To conduct inspections in Loco for identification of encroachments or disputes and verification of ownership
- To liaise with surveyors and review provisional survey plans
- To conduct Stakeholder Engagement
- To facilitate coordination of landowners, communities, and government agencies
- To support outreach campaigns and consultations on land use
- To facilitate communication with utility companies for installations
- To ensure adherence to land policies, environmental regulation, and legal frameworks
- To prepare reports and submissions to the Land Management Board
- To ensure timely submissions of all required performance reports
- To carry out any other assigned relevant duties by immediate supervisors
SALARY
The basic salary is on Grade D2: E 311, 705.00 rising to E 337, 400.00 per annum.
