PROCUREMENT GRADUATE TRAINEE (GIT)

JOB OVERVIEW

The Procurement Graduate Trainee will facilitate the procurement of goods, works, and services for Ekuphileni Clinic. The Procurement Officer will support the Clinic Administrator in the compilation and monitoring of the Clinic’s procurement plan.

The Officer will be responsible for ensuring that pre-qualified vendors are loaded into the procurement system (Sage) before requests for bids are issued. The successful candidate will process requisitions, assist in drafting specifications, and manage procurement-related communication between the Clinic and vendors.

The role will ensure adherence to Ekuphileni Clinic Financial Management and Procurement Policies and Guidelines. The incumbent will report to the Finance Manager and work closely with other departments to manage procurement activities. The Procurement Graduate Trainee will also ensure that all procurements are captured in Sage, compile Requests for Tenders/Quotations/Proposals, and submit tender documents for approval by the CMO or delegated authority.

SPECIFIC DUTIES

  • Participate in the preparation of the Clinic’s Annual Procurement Plan and Budget.
  • Consolidate departmental procurement plans.
  • Conduct procurement of goods, works, and services using appropriate sourcing strategies and bidding processes.
  • Review specifications and terms of reference and assist in developing effective specifications to ensure procurement of fit-for-purpose goods, works, and services.
  • Eliminate procurement delays and ensure quality goods and services are sourced.
  • Receive and process requisitions, issue bid documents (RFQ/RFT/FRP/EOI), and receive offers for analysis and approval by the Finance Manager.
  • Facilitate tender evaluation committee appointments and submit recommendations for approval.
  • Conduct market research to support pre-qualification procedures and sourcing strategies.
  • Engage end-users and technical experts to determine evaluation criteria for consulting services and goods.
  • Provide support to evaluation committees and respond to requests for bid clarifications.
  • Follow up on order backlogs and resolve issues relating to orders and goods received.
  • Prepare payment batches for review by the Finance Manager.
  • Manage vendor relationships, including conducting due diligence, to ensure procurement meets Ekuphileni Clinic quality standards.
  • Track contract validity and recommend renewal, extension, or termination where appropriate.
  • Ensure no audit queries arise from procurement activities.
  • Maintain proper filing and record keeping of procurement documents.

ADMINISTRATIVE RESPONSIBILITIES

  • Provide administrative support to ensure the efficient operation of the Clinic by coordinating general office administration, providing front office relief, managing logistics for Management and Board meetings, coordinating travel and official events, maintaining office supplies, and supporting other administrative and procurement functions as assigned by Management.

REQUIRED QUALIFICATIONS AND COMPETENCIES

  • Bachelor’s degree in Supply Chain Operations, Commerce, Accounting, Procurement, or a related field, or currently studying towards a Bachelor’s Degree in Procurement.
  • No experience required.
  • Membership with a recognized Procurement Body (e.g., CIPS or another relevant professional body).
  • Graduated within the last two years.
  • Good teamwork and communication skills.
  • Strong attention to detail.
