CYBER SECURITY SPECIALIST

Role: The assignment requires integration of cybersecurity principles across the digital transformation roadmap, ensuring that ICT systems, data, and infrastructure proposed for the Kingdom of Eswatini are secure, resilient, and compliant with international standards.

EXPERIENCE

Minimum 5–7 years of experience in cybersecurity for government or large-scale digital transformation projects. Proven expertise in cybersecurity risk assessments, security architecture design, and implementation of cybersecurity frameworks (e.g., NIST, ISO 27001). Experience with e-government systems, public sector ICT security, and data protection regulations. Familiarity with Sub-Saharan Africa’s cybersecurity landscape is an advantage.

QUALIFICATIONS

Bachelor’s or Master’s degree in Cybersecurity, Information Technology, Computer Science, or related field. Relevant certifications such as CISSP, CISM, CEH, or equivalent are preferred. Fluency in English; ability for in-country fieldwork in Eswatini.

KEY RESPONSIBILITIES

i. Conduct cybersecurity risk assessments of current ICT systems and proposed digital solutions. ii. Develop cybersecurity frameworks and security architecture recommendations for the digital transformation roadmap. iii. Ensure compliance with national and international cybersecurity standards and data protection regulations. iv. Support the development of cybersecurity policies, procedures, and guidelines for government agencies.

EXPECTED DELIVERABLES

i. Cybersecurity Risk Assessment Report identifying vulnerabilities, threats, and recommended mitigations. ii. Cybersecurity Framework and Security Architecture Plan integrated into the Implementation Roadmap. iii. Data Protection and Privacy Guidelines aligned with national legislation and international best practices. iv. Cybersecurity Capacity Building Plan for GoE staff. v. Contributions to the Final Report with cybersecurity recommendations and implementation guidelines.
