ENVIRONMENTAL AND SOCIAL SPECIALIST

Role: The Implementation roadmap requires integration of World Bank and The Kingdom of Eswatini Environmental and Social Framework (ESF) principles throughout the assignment, including assessments of digital access for vulnerable groups, gender disparities, and e-waste risks. An E&S Expert is required on the team to ensure compliance with these standards in a digital transformation context.


EXPERIENCE

Minimum 4-5 years of experience in environmental and social safeguards for World Bank or similar multilateral projects, with focus on digital/ICT initiatives assessing digital divide, data privacy impacts, and inclusive access. Proven expertise in ESF risk classification, stakeholder consultations with vulnerable groups (women, youth, rural communities, persons with disabilities), and mitigation for social risks like gender inequities. Experience in Sub-Saharan Africa, including e-waste management from ICT infrastructure and gender-responsive digital design.

QUALIFICATIONS

Bachelor’s or Master’s degree in Environmental Science, Social Sciences, or related field; certifications in ESF/AfDB/EIB safeguards preferred. Fluency in English; ability for in-country fieldwork in Eswatini.


KEY RESPONSIBILITIES

i. Conduct E&S baseline assessments during current state analysis, identifying E&S risks like digital exclusion and environmental impacts from hardware deployment. ii. Integrate ESF into future state architecture, recommending inclusive features (e.g., accessibility standards) and mitigation plans. iii. Support roadmap development with E&S-resourced activities, budgets, and monitoring indicators. iv. Facilitate consultations ensuring broad stakeholder input per ESF standards.

EXPECTED DELIVERABLES

i. E&S Risk Assessment Report (input to Current State Report), covering digital divide, gender access, e-waste, and ESF classification. ii. ESF Integration Plan in Future State Mapping, with mitigation measures and inclusive design guidelines. iii. Phased ES action plan and budget within the overall Implementation Plan, aligned with ESF standards and stakeholder feedback. iv. Updated Implementation Roadmap with E&S activities, phased budgets, and grievance mechanisms. v. Contributions to Final Report, including capacity-building on ESF for GoE staff.
