EMPLOYMENT OPPORTUNITIES – ESWATINI COMPETITION COMMISSION

The Eswatini Competition Commission, established under the Competition Act of 2007, invites applications from suitably qualified and experienced candidates for the following positions:

  1. Chief Economist
  2. Director Competition and Consumer Protection

CHIEF ECONOMIST

JOB PURPOSE

The Chief Economist is responsible for leading and driving the Commission’s economic research, policy analysis, and market studies to advance its mandate of promoting fair and competitive markets in support of national development goals.

The role provides strategic and technical leadership in applied economic analysis to strengthen enforcement, inform policy, conduct sector studies, and build the Commission’s research capacity.

The role reports directly to the Chief Executive Officer and serves as a member of the Executive Committee (EXCO).


KEY RESPONSIBILITIES

  • Provide strategic direction and develop advanced economic and econometric methodologies for investigations, merger assessments, and enforcement cases.
  • Provide oversight and quality assurance of economic analysis.
  • Identify, prioritise, and design strategic market and sector studies.
  • Oversee sector research including data collection, market structure analysis, and competitive dynamics assessment.
  • Produce evidence-based reports with enforcement and policy recommendations.
  • Provide policy advice to Government and the Minister on competition matters.
  • Prepare policy briefs, submissions, and impact assessments on proposed laws and regulations.
  • Shape policy direction and advise Government on legislative reform and regulatory proposals.
  • Represent the Commission in policy dialogues and stakeholder engagements.
  • Develop methodologies and data systems for monitoring concentration levels and pricing trends.
  • Assess market outcomes through impact-measurement frameworks.
  • Develop frameworks, standards, and tools for economic analysis governance.
  • Provide leadership to the Policy and Research Department.
  • Oversee departmental planning and resource mobilisation.

KNOWLEDGE, SKILLS AND ABILITIES

  • Strategic and conceptual thinking
  • Advanced analytical and problem-solving abilities
  • Sound judgement and decision-making
  • Excellent written and verbal communication skills
  • Strong leadership, planning, and organisational capabilities

QUALIFICATIONS AND EXPERIENCE

  • Minimum Master’s degree in Economics or related field
  • PhD is an added advantage
  • Minimum 10 years’ relevant experience
  • At least 5 years at senior level in economic research, regulation, policy, or academia
  • Proven experience in applied economic analysis, market studies, and policy advisory work

DIRECTOR COMPETITION AND CONSUMER PROTECTION

JOB PURPOSE

The Director Competition and Consumer Protection will manage a multidisciplinary team working across all sectors of the economy in relation to competition and consumer protection matters.

The role is responsible for developing strategies to address anti-competitive business practices, overseeing merger control procedures, and ensuring consumer protection issues are addressed.

The role reports directly to the Chief Executive Officer and serves as a member of the Executive Committee (EXCO).


KEY RESPONSIBILITIES

  • Lead investigations into anti-competitive trade practices, mergers, and acquisitions.
  • Lead merger control processes and review reports.
  • Supervise consumer protection inspections and enforcement actions.
  • Manage consumer complaints and publicise results.
  • Provide technical advice to the Executive Director.
  • Oversee development and implementation of laws, guidelines, policies, and procedures.
  • Coordinate collaboration with local, regional, and international competition agencies.
  • Oversee implementation of divisional strategic plan deliverables.
  • Review reports on competition and consumer protection issues.
  • Implement cooperation frameworks with Legal and Advocacy offices.
  • Conduct risk assessments for the Division.
  • Mentor and coach divisional staff.
  • Identify and implement strategies to improve service delivery.
  • Oversee resource mobilisation initiatives.

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of consumer and competition legislation
  • Understanding of digital markets and competition regulation
  • Strong planning, coordination, and project management skills
  • Strong documentation and tracking abilities
  • Demonstrated professionalism and performance record
  • Proficiency in computer applications and document management systems
  • Strong communication, interpersonal, analytical, and problem-solving skills
  • Ability to work effectively with multidisciplinary teams

QUALIFICATIONS AND EXPERIENCE

  • Bachelor of Laws (LLB) degree and admission as an Attorney
  • Master’s degree in Law, International Trade, Business Economics, Economics, or Statistics
  • Qualification in competition law/economics or consumer protection law is an added advantage
  • Minimum 10 years’ relevant experience
  • At least 5 years in a senior management role within a competition authority preferred
  • Membership in a recognised professional body
