CONTRACTS MANAGER

Civil & Infrastructure | Kingdom of Eswatini

Contract Type: 2-Year Fixed-Term Contract

Remuneration: E600,000 – E800,000 per annum

ABOUT THE ROLE

We are seeking an experienced and commercially astute Contracts Manager to oversee the full contractual and commercial lifecycle of a major civil and infrastructure project in the Kingdom of Eswatini. The successful candidate will bring deep sector knowledge, strong contract administration capability, and a demonstrated ability to manage high-value, complex contracts in a demanding environment. The role requires familiarity with the regulatory and procurement frameworks applicable to Eswatini’s public and private infrastructure sector.

MINIMUM REQUIREMENTS

Requirement Detail
Experience Minimum 10 years in the civil & infrastructure construction industry
Contract Value Proven track record managing contracts valued at E500 million or more
Qualification BSc Quantity Surveying from a recognized institution
Software CCS (Candy) superuser — advanced proficiency across estimating, valuations, and cost control modules
Professional Registration Registration with ECSB or equivalent recognized body (advantageous)

ADDITIONAL QUALIFICATIONS (ADVANTAGEOUS)

  • Postgraduate qualification in Construction Law, Project Management, or related field
  • Formal training or certification in FIDIC, NEC, or equivalent contract frameworks applicable to Eswatini infrastructure procurement
  • Experience working within Eswatini Government, Eswatini Water Services Corporation (EWSC), Roads Department, or other parastatal project environments
  • Knowledge of the Eswatini Public Procurement Act and associated procurement regulations
  • Experience in alternative dispute resolution (ADR), adjudication, or arbitration processes
  • Familiarity with donor-funded project environments (e.g. AfDB, World Bank, EU-funded infrastructure)

COMPETENCIES & SOFT SKILLS

  • Contract Acumen: Sound understanding of civil infrastructure contract forms (FIDIC Silver/Red/Yellow Book, NEC4, GCC) and associated risk, notice, and claims provisions
  • Negotiation: Confident and effective negotiator with clients, subcontractors, and suppliers at senior level
  • Analytical Thinking: Ability to interrogate contract data, forecasts, and cost reports and translate findings into clear commercial decisions
  • Communication: Strong written skills for formal contractual correspondence, claims, and reports; articulate in senior stakeholder engagements
  • Leadership: Able to lead and develop a commercial team while collaborating effectively with site, legal, and finance functions
  • Resilience & Prioritization: Comfortable managing multiple contractual workstreams under tight deadlines and in high-pressure project environments
  • Integrity: Meticulous attention to compliance, documentation, and ethical conduct in all contractual dealings
  • Cross-cultural Competence: Ability to work effectively within Eswatini’s professional and cultural environment, building strong relationships with local stakeholders and government entities

REPORTING STRUCTURE

The Contracts Manager will report directly to the Commercial Director / Project Director and will interface regularly with:

  • Site / Project Management — on program, scope changes, and variation management
  • Finance & Cost Control — on valuations, forecasts, and cash flow
  • Legal Counsel — on dispute resolution, risk escalation, and contract interpretation
  • Client / Employer’s Representative — on contract administration and formal communications
  • Government & Parastatal Stakeholders — including the Roads Department, EWSC, or relevant line ministries as applicable to the project
