ABOUT JRBA – PB AND THE POSITION
The Joint River Basin Authorities – Project Board (JRBA – PB) is an operational organization within the Ministry of Natural Resources and Energy in the Kingdom of Eswatini. The JRBA – PB was established under section 79 of the Water Act of 2003. The entity aims to strengthen the five River Basins Authorities in Eswatini, through improving water management activities at sub-national level, while covering the entire country. The Secretariat is based at the Lubovane Dam Offices, Siphofaneni.
JRBA – PB is currently engaged in a process of recruiting the General Manager (GM) to implement the strategic direction of the Board of Directors and exercise the day-to-day management of the organization. This is an Executive Management and strategic leadership position and reports to the Project Board of Directors.
KEY PERFORMANCE AREAS
Technical Operations: Support RBAs in developing and implementing river basin development plans Financial Sustainability: Ensure adequate financial resources are available to support vision & operation of the JRBA Human Capital: Attract, develop and retain skilled and high-performing work force Partnerships and Collaboration: Build and strengthen partnerships and collaborations with other institutions to advance the JRBA-PB mandate Stakeholder Engagement: To promote regular engagement with key institutions Systems and Technology: To deploy reliable and effective systems and technology to enable the organizational mandate.
QUALIFICATIONS AND EXPERIENCE
Educational Requirements: Master’s Degree in Natural Sciences, Civil Engineering, Hydro(geo)-logy, Water Resources Management or equivalent | A post-graduate degree, diploma or certificate in executive management or equivalent will be of added value. Experience: 9 years of professional experience | At least 5 years of professional experience in a senior management position is required | Specific experience in Decision Support Systems (DSS), Geographical Information Systems (GIS), Remote Sensing (RS), surface water and/or groundwater models, telemetry are required | Specific experience in government liaison and in the water, environmental and/or infrastructure sectors are required. Other: Member of a relevant professional body or professional registration will be of added value.
SKILLS, KNOWLEDGE AND ABILITIES
Corporate governance | Integrated Water Resources Management | Water Act (2003) | Environmental Management Act (2000) | Water related laws, regulations, guidelines, standards, policies, strategies and sector master plans | Project cycle management, logical framework analysis, objective oriented project planning and/or project result-level framework.
