Applications are invited from suitably qualified persons to fill the position of Social Worker, which has become vacant in the Public Health and Social Services Department.
MAIN PURPOSE OF THE JOB
The Social Worker will deliver professional services in the Mbabane Municipality to enhance social wellbeing, inclusion, and fair access for vulnerable groups. The role supports the 2025–2029 Integrated Development Plan under the Social development pillar, focusing on gender equality, disability inclusion, and poverty reduction. It involves coordinating community interventions, advocating for marginalized populations, building partnerships, and supporting policies aligned with national frameworks and the Sustainable Development Goals.
KEY PERFORMANCE AREAS
A. Gender Equality and Non-Discrimination Programme
- Implement initiatives aimed at promoting gender equality and preventing discrimination within the municipality.
- Align municipal programmes with national policies such as the National Gender Policy and international commitments aimed at eliminating gender-based discrimination.
- Develop and facilitate community awareness campaigns addressing gender-based violence (GBV), gender discrimination, and social inequalities.
- Promote equitable opportunities and access to municipal services for women, men, girls, and boys.
- Support community leaders and stakeholders in addressing gender-related challenges and promoting inclusive participation in development programmes.
- Coordinate gender mainstreaming initiatives across municipal departments to ensure that policies and programmes are gender responsive.
B. Disability and Inclusion
- Advocate for the rights, dignity, and wellbeing of persons living with disabilities within the municipality.
- Facilitate programmes that promote accessibility, inclusion, and participation of persons with disabilities in community and municipal activities.
- Conduct assessments and coordinate referrals for support services for individuals with disabilities.
- Collaborate with organizations working in disability advocacy to strengthen municipal interventions.
- Contribute to the implementation of municipal accessibility audits and policies that improve infrastructure and services for persons with disabilities.
- Promote public awareness campaigns to address stigma and discrimination associated with disability.
C. Poverty Reduction
- Identify and assess vulnerable households including indigent families and Orphans and Vulnerable Children (OVCs) within the municipality.
- Coordinate social assistance programmes such as educational support, food assistance, and livelihood support initiatives.
- Facilitate linkages between vulnerable households and government or partner support programmes.
- Support the development and implementation of poverty alleviation strategies at community level.
- Work with community leaders, NGOs, and development partners to mobilize resources for poverty reduction initiatives.
- Maintain an updated municipal indigent register and monitor the effectiveness of social assistance interventions.
ADDITIONAL ROLES AND RESPONSIBILITIES
- Conduct social assessments, case management, and psychosocial support for individuals and families in distress.
- Develop and implement community outreach programmes addressing social challenges such as substance abuse, homelessness, child neglect, and youth vulnerability.
- Provide counselling and referral services to individuals requiring specialized social or health support.
- Support municipal initiatives related to community development, social cohesion, and public health awareness.
- Participate in disaster and emergency response activities affecting vulnerable communities.
- Monitor and evaluate social development programmes and prepare reports for management and relevant stakeholders.
- Contribute to policy development, programme design, and implementation of social development initiatives within the municipality.
- Ensure compliance with national legislation, municipal policies, and ethical standards governing social work practice.
QUALIFICATIONS AND EXPERIENCE
- Bachelor’s degree in social sciences, Social Work, Social Development, Psychology, Gender Studies, Disability Studies, or a related field.
- Minimum of 1–3 years’ experience in social work, community development, or social protection programmes, preferably within local government or community-based organizations.
- Experience in gender advocacy.
- Experience working with vulnerable groups, families, children, or community programmes is often preferred.
