VACANCY: COMMISSIONER FOR COOPERATIVES DEVELOPMENT
Applications are invited from serving officers (only permanent government employees) for appointment to fill the above-cited vacant position tenable in the Ministry of Commerce Industry and Trade.
QUALIFICATIONS, SKILL AND EXPERIENCE
- Must have done and obtained O’Level/IGCSE/SGCSE/EGCSE or equivalent certificate.
- Must have done a Bachelor’s Degree in Cooperative Development or Law or an equivalent Management Degree.
- Postgraduate qualification in Cooperative Management will be an added advantage.
- Must have done a Master’s Degree in Management, Cooperative Development.
- A PhD in any of the above fields will be an added advantage.
- Must have at least two (2) years’ experience in middle management.
DUTIES/RESPONSIBILITIES
- To ensure that all Cooperative Societies comply with the statutory requirements.
- To collaborate with other Agencies and Institution in need of Cooperative service.
- To liaise with representatives of international organizations in the implementation of externally financed cooperative programme and projects.
- To ensure implementation of Government Development plan with special reference to cooperatives as a national tool of development.
- To budget, monitor and control the Cooperative Development finances.
- To register and deregister cooperative societies.
- To develop/review the cooperative policies for the department and development.
- Custodian of the Cooperative Act, Regulations and Policies.
- To ensure production of the Annual and other Department Reports.
- To be responsible for the safe keeping of all Government assets in the Department.
- To approve applications for registration of Cooperatives Societies.
- To facilitate and coordinate the liquidation and cancellation of Cooperatives Societies.
- To examine and approve audited financial statements of all registered Cooperative Societies.
- To ensure that registered Cooperative Societies’ accounts are audited.
- To receive and approve audited financial statements.
- To determine and advise on contributions to the Central Cooperative Fund in accordance with the Cooperative Act.
- To approve a proposed distribution of surplus proceeds to members and the use of reserve funds.
- To advise and refer Cooperative Society disputes to the Cooperative Tribunal.
- To take appropriate action against offenders relating to the provision contained in the Cooperative Act No. 5 of 2003 and Regulations of 2005.
- To perform any other official duties that may be assigned by the immediate Supervisor and/or Head of Department.
SALARY
The basic salary is on Grade F1: E 752, 102.00 rising to E 814, 100.00 per annum.
